FDA authorizes JUUL2 system in the U.S.
The United States Food and Drug Administration (FDA) issued marketing granted orders for the Juul2 system on Aug. 27, 2026. The authorization covers tobacco-and-menthol-flavoured pods containing 1.6% nicotine concentration.
For Canadian convenience store operators, regulatory decisions by the US agency serve as a critical benchmark for smoke-free nicotine products designed to transition adult smokers completely away from combustible cigarettes.
Following a review of Premarket Tobacco Product Applications (PMTAs) submitted in 2023—which contained tens of thousands of pages of non-clinical, clinical, behavioural and population science data—the regulator determined the device meets the statutory standard of being "appropriate for the protection of the public health." In 2023, Juul Labs had been penalized to pay US$462 million in U.S. settlement for its role in the youth vaping surge.
As convenience store operators continue serving adult consumers seeking scientifically validated alternatives to cigarettes, regulatory developments in major international markets highlight the ongoing industry shift toward regulated, non-combustible alternatives.
The decision marks a potential development in international vape regulation, designed to promote switching away from combustible cigarettes.
The Juul2 system also features new safety features such as an age-gated smartphone app. The app is an optional 21-plus smartphone application that pairs with the device to offer consumers usage insights, device location, real-time battery tracking and pod-level information. Consumers can also lock their paired device via the app to block unauthorized use.

Market context and future filings
Juul Labs reported that overall underage use of its products has fallen by more than 99% since 2019, while general underage vape product usage sits at its lowest point in over a decade. The manufacturer noted that more than two million adult Americans have completely switched from cigarettes using first-generation JUUL products.
To help address the $11-billion illegal market, the manufacturer plans additional filings, including PMTA submissions for 5% nicotine concentration products and expanded flavour options beyond tobacco and menthol.
