New LCBO wholesale pricing model pushed to April

Move from January 1 to ensure the 2025 holiday season is not affected by the proposed changes.

Following provincial direction, the Liquor Control Board of Ontario has delayed the next phase of its Future State Modernization (FSM) Program from Jan. 1 to April 1, 2026, postponing the launch of the new wholesale pricing model.

The three-month delay affects pricing submissions, supplier quotes, and planning across Ontario’s convenience and grocery channels. 

All beverage alcohol quotes submitted for the Nov. 20 deadline under the original Jan. 1 model have been cancelled. Agents now have until Dec. 1 to re-submit using the existing wholesale pricing rules, and those who have not yet submitted for Nov. 20 may also submit by the same date.

Suppliers are advised to continue using LCBO platforms—Oracle iSupplier, WebPO, Direct Delivery Vendor Portal, and GMS—to review purchase orders, payments and invoices until further notice.

Convenience store customers are advised to continue using GSM to order and the B2B Claims App to process claims until further notice: Nothing is changing on that front until April 1.

“After engaging with industry stakeholders and to ensure a stable transition for businesses, LCBO is taking steps to proceed with a revised timeline for implementation of our FSM Program,” the agency said in a website update.

Delaying the assumption of the Wholesaler of Record role and the new wholesale pricing model to April 1, 2026 will “ensure that your 2025 holiday season is not affected by the implementation of FSM,” the Crown corporation added.

The new pricing formula, announced in October, “closely aligns with industry standard best practices and will streamline and simplify the current wholesale pricing model.” It is calculated using landed cost + wholesale mark-up + COSD (if applicable) + container deposit + HST.
