Quebec to allow spirit-based RTDs in convenience stores

Spirit Canada welcomes the change and will work with the Quebec government to support the implementation of the new rules.

A recent national survey found 91% of consumers support the sale of spirit-based RTDs in convenience stores.

Spirits Canada is welcoming a decision by the Quebec government to permit the sale of spirit-based ready-to-drink (RTD) beverages in convenience and grocery stores, calling the move a long-awaited step toward regulatory consistency.

Spirits Canada represents spirit producers and importers across the country and noted in a press release that until now, comparable RTD products with similar alcohol content and formats were sold through different retail channels depending on how they were produced. The association says the change addresses that inconsistency and brings greater parity across the category.

“This decision responds to a clear expectation from Quebec consumers, who want more choice, greater consistency and easier access to products with comparable alcohol content and formats,” said Cédric Salibi, senior VP, policy and analytics at Spirits Canada.

“It modernizes the regulatory framework and finally allows the same opportunities for all ready-to-drink beverages, to the benefit of consumers.”

Spirits Canada said the measure aligns retail access more closely with consumer purchasing habits.

Consumer support

The organization also pointed to a recent Léger survey conducted on its behalf, which found that 91% of regular consumers support the sale of spirit-based RTDs in grocery and convenience stores.

The association said it will continue working with the Quebec government to support the implementation of the new rules.

Founded in 1947, Spirits Canada represents the interests of the distilled spirits industry nationally and internationally. The organization works with producers, liquor boards and government agencies and promotes moderate and responsible consumption among adults who choose to drink.

Ontario is the main province that already allows convenience stores (with the right license) to sell RTD alcoholic beverages, including some spirit-based products, with most other Canadian provinces have not yet permitted spirit-based RTD sales through grocery or convenience channels.
